DUTERTE’S ALLEGED POPULARITY—A WANT OF CREDIBILITY

“President Rodrigo Duterte received a record-high satisfaction rating in the fourth quarter of 2019, a Social Weather Stations (SWS) survey revealed Tuesday. [January 21, 2020]

“Duterte received an ‘excellent’ net satisfaction rating of +72, up by 7 points from his ‘very good’ +65 rating in September 2019.

“This new rating surpassed his personal record-high of +68 ‘very good’ rating recorded in the second quarter of 2019.

“Of 1,200 Filipino adults, 82 percent told SWS they were satisfied with Duterte’s performance as chief executive, while 10 percent were dissatisfied and 8 percent were undecided.”

At this point in Duterte’s term, the survey results claiming high levels of his popularity are suspect. They no longer have credibility, for me and for many others. This data has to be complemented by qualitative interviews to clarify and explain why his survey ratings remain high. The general pattern is for the survey ratings to drop markedly halfway through the president's term, or earlier. Knowing how survey results generally develop over time, I do not find the latest survey results about his high approval rating credible.

    The study uses the survey method to investigate predetermined hypotheses about population attitudes.

    Survey questions based on statements that express predetermined attitudes are in effect leading questions.

    What would be helpful to obtain a more objective explanation of population attitudes is qualitative research that asks exploratory and non-leading questions.

    …Who really won the snap election? The most challenging item in the May/June 1986 survey was on the outcome of the snap election of Feb. 7, two weeks before the people massed on Edsa for what became the People Power Revolution. The election was controversial, since the official count had called Marcos the winner, but the Namfrel parallel count had called Corazon Aquino the winner. When the SWS-Ateneo survey respondents were asked for whom they had voted, 64 PERCENT (of those that voted) said they had VOTED FOR AQUINO, ONLY 27 PERCENT said they had VOTED FOR MARCOS, and 9 percent did not answer. When asked who won in their own precinct, 70 percent said it was Cory Aquino.

    …along with the severe economic and political rumblings, the BBC surveys also saw moderate PUBLIC SATISFACTION WITH MARCOS as president in his final years: in 1984, 44 percent gross, +19 net; in 1985, 47 PERCENT GROSS, +23 net. This goes to show that a presidential satisfaction rating is NOT the bottom line.

    One big takeaway: presidential satisfaction ratings—assuming they are to be believed—do not translate into presidential votes in the same proportion.
